Scope of Certification Body Accreditation

Certification Body AO “SGS Vostok Limited” is accredited to provide:

  • Assurance of conformity of engineering products, electric equipment and household electrical devices to Customs Union technical regulation requirements (CU TR 004/2011 “On Safety of Low-Voltage Equipment” and CU TR 020/2011 “Electromagnetic Compatibility of Technical Devices”)
  • Assurance of conformity of engineering products to the requirements of Customs Union technical regulation CU TR 010/2011 “On Safety of Machines and Equipment”
  • Assurance of conformity of equipment operated under pressure to the requirements of Customs Union technical regulation CU TR 032/2013 “On Safety of High Pressure Equipment”

Cost of Work

The cost of conformity assurance services performed by the Certification Body AO “SGS Vostok Limited” is determined by the approved procedure using specific method of cost calculation and is as follows:

  • Registration of a declaration of conformity – from 30,000 Rubles, including VAT
  • Issuance of a certificate of conformity – from 60,000 Rubles, including VAT

The cost excludes cost of tests. The volume of tests is defined by experts.

The Quality Management System (QMS) of Certification Body AO “SGS Vostok Limited” is implemented, maintained and constantly improved in accordance with the requirements of GOST ISO 9001.

Assurance of Conformity Schemes

Certification Body AO “SGS Vostok Limited” performs assurance of conformity services to the schemes approved by decision of the Customs Union Commission dated April 7, 2011, N 621 “Statute on the Order of Application of Standard Schemes of Assessment (Assurance) of Conformity to Requirements of the Customs Union Technical Regulations”, Decision of the Eurasian Economic Commission dated April 18, 2018, N 44 “On Standard Conformity Assessment Schemes” and the schemes of conformity assurance stipulated by the technical regulations.

Infrastructure for Performing Tests

The list of laboratories (testing facilities), which the Certification Body AO “SGS Vostok Limited” interacts with for the purposes of testing and measuring performance, is as follows:

  • TL ООО «TEST-ENGINEERING» (accreditation certificate RA.RU.21MP40 dated 18.08.2015)

Complaints Processing Procedures

In case of any matters of dispute arising with regard to results or procedures of certification performance, the applicant has the right to submit the relevant complaint to Certification Body AO “SGS Vostok Limited”.

The procedure for processing appeals against decisions of the Certification Body is stipulated in the document SGS-OI-L3-704-EEME(RU) « Complaints, claims, appeals of results» and is as follows:

  • The complaint shall be submitted in written form, in the name of the Head of the Certification Body, by letter, fax or Email, and shall contain a clear justification of objection based on the disagreement
  • Complaints and claims registered in due order are forwarded to the Head of the Certification Body, Quality manager and Legal adviser for consideration and assignment of a Commission
  • The Commission assesses the information of the submitted complaint (claim) objectively and makes a decision
  • Term of processing complaints and claims shall not exceed 30 days since the moment of registration thereof in the Record book of complaints and claims
  • In case of the complainant’s dissent with regard to the made decision he/she has the right to apply to the Federal Service on accreditation

Rights and Obligations of Applicants

The applicant has the right:

  • To choose the form and scheme of conformity assessment envisaged for the specific product types by relevant technical regulations or other normative documents
  • To apply for certification to any certification body with accreditation scope including the product to be certified
  • To apply to the accreditation body with complaints about illegal acts of certification bodies and accredited testing laboratories (centers) in accordance with Russian legislation
  • To use technical documentation for verification of product’s conformity with relevant technical regulations

The applicant has the obligation:

  • To ensure product’s compliance with normative legal documents of the Russian Federation and the EAEU (CU)
  • To sign an authorization agreement with the foreign manufacturer of the product
  • To release into circulation the products subject to mandatory conformity verification only after the conformity has been verified
  • To indicate the information about the certificate of conformity or declaration of conformity in the accompanying documents
  • To submit to the state control (supervision) authorities and stakeholders the documents demonstrating the product’s compliance with normative documents (certificate of conformity or declaration of conformity)
  • To suspend or stop the sale of products if the validity of the certificate or declaration of conformity is suspended or stopped
  • To notify the certification body about the changes made with technical documentation or production processes of certified products
  • To suspend manufacture of products, which have passed conformity assessment and do not meet the requirements of normative legal documents of the Russian Federation and the EAEU (CU), based on the decisions by state control (supervision) authorities
  • To suspend or stop the sale of products if the validity of the certificate of conformity or declaration of conformity has expired with the exception of the products released into circulation in the territory of the Russian Federation during the validity period of the declaration of conformity or certificate of conformity, during the product’s validity period or product life cycle established in accordance with the Russian legislation
