SGS Certification Body and Laboratories Included in the Single Register of the Customs Union
In early July 2010, the Product Certification Body of SGS Vostok Limited, the Russian subsidiary of the SGS Group, and four SGS testing laboratories, located in Moscow, St. Petersburg, Samara and Nakhodka, were added to the Single Register of the Eurasian Economic Community (EurAsEC) Customs Union.
The Single Register was established by the Customs Union members, namely Russia, Belarus and Kazakhstan with the aim of creating a unified customs territory. On December 11, 2009, governments of the three member countries reached an agreement on the circulation of products liable to mandatory conformity assurance in the territory within the Customs Union. According to the agreement, all products which are included in the Single Product List, and are tested and certified in one of the member countries, are allowed to circulate within the whole territory of the Customs Union without any further restrictions. The only requirement is that the testing and certification of the products is carried out by a laboratory and certification body inluded in the Single Register.
The membership in the Customs Union’s Register within the Eurasian Economic Community is a great success for SGS Industrial Services. From more than 1,100 certification bodies and 2,500 testing laboratories acting within the GOST R Certification system, SGS is among only 259 certification bodies and 291 laboratories, which were added to the Single Register of the EurAsEC Customs Union.
SGS Industrial Services successfully fulfilled all the criteria for inclusion in the Single Register, such as lack of infringements during the accreditation period which would allow non-compliant products to be put on the market as well as continous availability of experts within the accreditation scope. Moreover, certification bodies which have their own testing facilities were given preference during the selection process.
From now on SGS, as a member of the Single Register of the EurAsEC Customs Union, can offer its clients a value added service on the markets in Russia, Belarus and Kazakhstan. SGS provides its clients with one single Certification or Declaration of Conformity, which is recognized within the whole Customs Union territory.
According to Vladimir Ovcharov, Head of Product Certification and Industrial Safety at SGS Vostok Limited, ’The new rules of conformity assurance within the Customs Union are a significant step towards the reduction of trade barriers. From now on it will be sufficient for manufacturers supplying their products not only to the market of Russia, but also to Kazakhstan and Belarus, to obtain the certificate of conformity or the declaration of conformity in single format since those documents are recognized in all the three member states of the Customs Union. Nevertheless, product marking should still be made according to national legislation of the country of destination.’
The inclusion in the Single Register of Certification Bodies and Testing Laboratories of the Customs Union within the Eurasian Economic Community is recognition of SGS’s extensive experience and competence in the field of verification, certification, inspection and testing.
