The SGS Paper at The Conference in Vienna Focused on Accreditation in Russia
On November 2–3 2011, the International conference Technical Regulations and Standards: Practice of Austria and Russia took place in Vienna. The event focused modern international practices in the area of standardization and technical regulation. The event was hosted by Austrian Standards in co-operation with the Federal Agency on Regulating and Metrology and the Russian Union of Industrialists and Entrepreneurs.
The challenges and experiences in developing and implementing new standards with a view of fostering innovation and growth have been analyzed and discussed in three major sectors of relevance for both Russia and Austria: building and construction, railways, oil and gas. Due to the establishment of a single accreditation system in Russia, special attention was paid to accreditation issues, market surveillance and product certification.
On November 3, in the framework of the plenary session Vladimir Ovcharov, Head of Product Certification and Verification Services at SGS Vostok Limited, the Russian subsidiary of the SGS Group, delivered the paper on the topic “Accreditation: Current Legislation in Russia”. In his presentation Vladimir Ovcharov presented the accreditation development stages in Russia in 1993-2011, explained the essence of the Decree of the Russian President On Single Accreditation System and the Resolution of the Russian Government No.815 On Federal Accreditation Service. He also simulated the possible consequences of the accreditation system reform.
The conference was attended by the President of ISO Boris S. Alëshin, Head of the Federal Agency on Technical Regulating and Metrolgy Grigory Elkin, First Deputy of Chairman of the Russian Union of Industrialists and Entrepreneurs Andrey N. Lotsmanov, representatives of ROSATOM, Russian Raiways and other largest Russian corporations, experts in the field of standardization and technical regulation from Germany, France, Czech Republic, Slovakia, Hungary and other countries. On the Austrian side, the conference was attended by representatives of the Ministry for Industry of Austria, Chamber of Commerce, lead experts, including representatives of SGS Austria Controll-Co GesmbH.
