On April 19, 2012, Business Leaders Forum “Smoke-free Workplaces: Good for Business, Good for Health” took place in Moscow. The Forum is part of an international initiative to promote improved public health and corporate social responsibility through the implementation of 100% smoke-free policies in all workplaces, and is organized by GBCHealth, Business Russia Association with the support from the World Health Organization. Key topics of the Forum included international best practices on creating smoke free workplace environments, the health benefits and positive impact on business profitability of these policies, and the importance of national legislation as a means to ensure universal protection for all citizens from the harmful effects of second-hand smoke.

Forum participants adopted the resolution to express support for smoke-free workplaces as a simple, effective tool to promote public health with no threat to profitability, and to express support for the draft federal law “On protection of public health from the effects of tobacco consumption", developed by Russian Ministry of Health and Social Development. The draft law contains 100% smoke free policies, including smoke free workplaces, that are compliant with the Framework Convention on Tobacco Control, which Russia ratified in 2008, and that mirror international practice. Forum participants included representatives from Russian Ministry of Health and Social Development, US Department of Health and Human Services, World Health Organization, and prominent Russian and international companies, who are interested in creation of smoke-free environment at workplaces.

The resolution adopted by the Forum participants was supported by the following companies and business associations: SGS Vostok Limited (the Russian subsidiary of the SGS Group), Kraft Foods Rus LLC, Procter & Gamble, FC URALSIB, Rio Tinto Almazpoisk, Corporate Health LLC, Bristol-Myers Squibb Russia, Schlumberger Logelco Inc., EVRAZ Group, UC RUSAL, VOSTOK-SERVICE Group of companies, GUP “Moscow Metro”, Unilever, Fleishman-Hillard Vanguard, Weatherford, TNK-BP Management, Baker Hughes Russia, Aeroflot – Russian Airlines, Business Russia Association, Association of enterprises and entrepreneurs of the Republic of Tatarstan. The resolution and the list of supporting companies was sent by GBCHealth to the RF President, RF Prime-Minister, Ministry of Health and Social Development and heads of related committees in the State Duma of Federal Assembly of the Russian Federation.
