On April 24, 2013 the debate devoted to the establishment of the Russian Unified National Accreditation System took place in Moscow. The event was attended by the First Deputy Prime Minister Igor Shuvalov and the Minister of the Russian Federation Mikhail Abyzov.

The First Deputy Prime Minister of Russia Igor Shuvalov pointed out in his speech that accreditation is of high priority for the Government and supported the idea of establishing a Public Council by the Federal Accreditation Service. Igor Shuvalov appealed for finalizing the development of the Russian Federal Law on Accreditation by this autumn, refining all by-laws by the end of the year.

During the meeting, representatives of public organizations and accredited bodies expressed their opinions on the current Russian accreditation system. In particular, Member of the Presidium of the All-Russian Public Organization for Small and Medium Enterprises "SUPPORT OF RUSSIA" Marina Bludyan pointed out in her speech that professional training was required for invividuals involved in accreditation and conformity assessment. Chairman of the Board of Directors of Piping Metallurgical Company Dmitry Pumpyanskiy said that the unified national accreditation system for conformity assessment bodies to be created must comply with international standards. Vladimir Ovcharov, Head of Product Certification and Verification at SGS Vostok Limited, the Russian subsidiary of the SGS Group, emphasized the role of effective communication between accreditation system stakeholders and put forward the proposal to create a national public organization uniting bodies subject to accreditation (testing laboratories and certification bodies) on the example of the international associations EUROLAB or IFIA, whose mission is to solve problems of interaction with national accreditation bodies and to protect their members’ interests in Arbitral courts.

Head of the Federal Accreditation Service (Rosaccreditation) Savva Shipov specified the principal directions of further activities: adoption of the draft law and all by-laws; struggle of law enforcement authority with unscrupulous market players; improvement of the professional level of accreditation experts, certification experts and laboratory employees; quality improvement of Rosaccreditation performance.

Summing up the session, Minister of the Russian Federation Mikhail Abyzov stated: "We need to form an association of honest industry players to be actively involved in standards’ development and international cooperation activities". The Public Council by Rosaccreditation is planned to be formed in the nearest future.
